Navigating the web of legal ethics issues faced by counsel in today’s legal climate is a challenge even under the best circumstances. For government contracts lawyers, there are a number of aspects of practice and inclusion of the United States as a contracting partner, adversary or oversight authority which makes this process even more complicated. These issues can arise in a variety of contexts and the recent rise in post-pandemic remote and hybrid has further complicated compliance in some of these areas.
This webinar will explore specific ethical issues faced by government contracts lawyers, analyze relevant ABA Model Rules guidance, and discuss, through real-world scenarios, best practices to ensure full compliance with ethical obligations.
This webinar will specifically address ABA Model Rules 3.1, 3.2, 4.2, 3.4(c), 1.9(a), 1.9(b), 1.7(a)-(c), 1.13(a), 1.13(b), 1.13(g), 1.6(a), 1.6(b), 5.5(a) as well as a several ABA Formal Opinions.
Eric Leonard represents clients from diverse industries in all aspects of federal, state, and local procurement matters. He appears before federal agencies, the Government Accountability Office (GAO), Boards of Contract Appeals, federal district and appellate courts and the U.S. Court of Federal Claims.
His experience encompasses government contracts compliance with labor issues faced by federal service and construction contractors, including the Service Contract Act (SCA), Davis-Bacon Act (DBA), Equal Employment Opportunity (EEO) obligations, and Office of Federal Procurement Programs (OFCCP) issues. He also handles bid protests, contract disputes, termination litigation, mergers and acquisitions, government investigations, grant issue, suspension and debarment matters, and False Claims Act actions. Eric's practice extends to labor and employment issues, including compliance with the Fair Labor Standards Act (FLSA) and federal and state sick leave requirements, as well as non-compete agreements and employee termination.
Before joining Cozen O'Connor, Eric was a partner at a leading Washington, D.C., firm, where he has been practicing law for more than 25 years. During that time, Eric has been an active member of the American Bar Association Section of Public Contract Law, currently serving on the Employment Safety and Labor and Bid Protest Committees. He also sits on Law360's Government Contracts Employment Authority Wage & Hour Editorial Advisory Board.
Eric holds a B.A. from Johns Hopkins University and a J.D. from The George Washington University Law School.
