Description: On June 3, President Biden issued Executive Order 14032 on “Addressing the Threat from Securities Investments that Finance Certain Companies of the People’s Republic of China,” modifying a prior Trump Administration Executive Order, and establishing new criteria for designating companies linked to China’s defense and surveillance technology sectors as subject to investment restrictions. Webinar attendees will learn about the substance of the new Executive Order, including the scope of the investment restrictions, the mechanics for designating Chinese entities as “Chinese Military-Industrial Complex Companies” that are subject to restrictions, and the differences from the prior Trump Administration Order. Attendees also will receive guidance about the implications for U.S. persons and entities investing in China and elsewhere, including best practices to ensure compliance with the Executive Order going forward. The Webinar will also describe how the Executive Order fits into the broader context of the Biden Administration’s approach to U.S.-China relations and to economic sanctions.

Carrie Schroll
 
Carrie Schroll is an associate in Kirkland’s Washington, D.C. office where she focuses her practice in the areas of export controls (including the ITAR and EAR), trade and economic sanctions, import controls, CFIUS, and anti-corruption laws. Carrie assists clients with large-scale, global internal investigations related to compliance with economic sanctions and export controls, and also routinely counsels clients on compliance with export controls and economic sanctions, including assisting with license applications, export classification analyses, ITAR registrations and notices, and the development of compliance programs. In addition, Carrie advises clients on international trade and anti-corruption due diligence in connection with corporate transactions. Carrie represents a diverse range of clients, including those in the technology, software, telecommunications, consumer goods, and transportation industries.
