Description: How can pro bono attorneys partner with disability rights advocates to ensure that people with disabilities can live, work, and learn in the communities of their choice, free from discrimination? Attorneys from two national disability rights advocacy organizations—the Bazelon Center for Mental Health Law and The Arc—will provide an overview of the disability rights movement with an emphasis on deinstitutionalization, discuss examples of recent cutting edge disability civil rights litigation, and review opportunities for successful pro bono partnerships. This session presents a unique opportunity to learn more about the burgeoning field of disability rights law and how it might intersect with other specialties, including areas such as education, criminal justice, and health care.

Maura Klugman, Senior Staff Attorney, Bazelon Center for Mental Health Law
 
Maura Klugman is a Senior Staff Attorney at the Bazelon Center for Mental Health Law. Ms. Klugman advocates on behalf of adults and children with mental illness, focusing on issues concerning criminal justice, community integration, employment and access to education. Prior to joining the Bazelon Center, she served as a Senior Attorney at the Mental Hygiene Legal Service (“MHLS”), a state agency that provides legal services to people with mental disabilities in New York. At MHLS, Ms. Klugman drafted and argued appeals before federal and state appellate courts concerning the due process rights of mentally ill individuals committed to psychiatric hospitals, individuals committed to forensic psychiatric centers after pleading not guilty by reason of insanity, individuals subject to guardianship petitions, and individuals facing civil commitment under Article 10 of the Mental Hygiene Law. Ms. Klugman graduated from Harvard Law School, where she served as President of the Women’s Law Association and Editor-in-Chief of the Journal of Law and Gender. She graduated summa cum laude from Amherst College.   
 
Shira Wakschlag, Director of Legal Advocacy & Associate General Counsel, The Arc
 
At The Arc, a national advocacy organization dedicated to promoting and protecting the rights of people with intellectual and developmental disabilities nationwide, Ms. Wakschlag directs the organization’s participation in disability rights litigation and performs general counsel responsibilities. Ms. Wakschlag is the Chair of the Disability Rights Committee within the American Bar Association’s Section of Civil Rights and Social Justice and on the board of the Disability Rights Bar Association.  Prior to joining The Arc, Ms. Wakschlag worked on civil and disability rights impact litigation in the Bay Area as a Skadden Public Interest Fellow at Disability Rights Education and Defense Fund and as an Associate Attorney at a plaintiffs’ side employment firm. She has organized a conference at Berkeley Law entitled “Rebranding Disability Rights Law: The Intersection of Disability, Gender, Race, and Class,” presented at a number of conferences on disability rights issues, and published articles with the ABA’s Human Rights Magazine, the University of Minnesota’s Impact Magazine, and Berkeley Law School’s Center on Health, Economic, and Family Security. Ms. Wakschlag earned her J.D. at University of California, Berkeley School of Law, and her B.A. at Brown University.
