SPEAKER BIOGRAPHIES:
Caroline Brown is co-chair of Covington & Burling’s Health Care Industry practice and Chair of its Federal-State Programs practice, concentrating on federally-funded health care programs, including Medicaid, Medicare, the Children’s Health Insurance Program, and the Patient Protection and Affordable Care Act.  In addition to advising and counseling state and local governments, consulting firms, and health care providers, Ms. Brown regularly represents clients in federal court and in administrative appeals within the U.S. Department of Health and Human Services before the Departmental Appeals Board and the Provider Reimbursement Review Board.

Anna D. Kraus is co-chair of Covington & Burling’s Health Care Industry practice.  Her core areas of expertise include:  Medicare reimbursement matters, particularly those arising under Medicare Part B and the Medicare Part D outpatient prescription drug benefit; price reporting obligations under the Medicaid Drug Rebate program; health information privacy issues arising under the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the Health Information Technology for Economic and Clinical Health (HITECH) Act; and fraud and abuse.  Prior to joining Covington & Burling, she served as Deputy General Counsel to the U.S. Department of Health and Human Services.

Joan Kutcher has more than 20 years of experience representing clients before Congress and regulatory agencies on a broad variety of legislative issues. Drawing on nearly a decade of experience as Washington Counsel to the State of New York, Ms. Kutcher advises trade associations, state governments, and corporate clients on legislative procedure and strategy in the areas of health care, intellectual property, government contracts, and insurance. She played a key role in the development of the Long-Term Care Insurance program for federal employees. Ms. Kutcher is a senior member of Covington & Burling’s Government Affairs Practice Group.

Kendra Roberson is special counsel in Covington & Burling’s Employee Benefits & Executive Compensation practice group. Ms. Roberson has experience advising clients on a broad spectrum of employee benefits matters including tax-qualified retirement plans, employee stock ownership plans, executive compensation arrangements, stock option and other equity-based compensation plans, cafeteria plans, VEBAs, self-insured medical plans, and other health and welfare plans. Her experience includes plan design and drafting, regulatory compliance, ERISA litigation, and handling employee benefits matters and plans in corporate transactions. In addition, Ms. Roberson has extensive experience advising employers and state governments on compliance with the Patient Protection and Affordable Care Act (“PPACA”).
