Some say the gas well regulatory programs in the key states have been caught flat-footed by the explosion of interest in developing the Marcellus and Utica shale gas plays. If that was ever true, the regulators are picking up the pace now, as shown by a host of new statutes and regulations aimed at imposing more detailed permitting requirements, enhancing surface and mineral owner rights, and expanding inspection and enforcement regimes. This program, presented by attorneys with substantial experience in addressing issues under Ohio, West Virginia and federal regulatory programs, will review some of the key aspects of these new state requirements, with a special focus on what it takes to get a drilling permit and approval for hydraulic fracturing.
