Fifth generation (“5G) wireless technology is the future of communications in the United States. Small wireless facilities, located in every city’s public right-of-way, will be needed to roll out these new 5G services. Siting these facilities and obtaining local approvals can be costly and time-consuming.
This seminar will provide a legal overview with respect to the federal law related to siting small wireless facilities in the municipal right-of-way. Attendees will also gain some practical tips related to obtaining these approvals.
Presenter Bios
Mr. Purcell concentrates his practice in the areas of land use, planning and telecommunications law. He has represented both public and private clients and is knowledgeable in all areas of local zoning law, and state development regulations including applications under the Highlands and Pinelands Preservation laws. Mr. Purcell is experienced in guiding projects through the redevelopment process and is an experienced affordable housing attorney. Mr. Purcell is also knowledgeable with respect to New Jersey’s Right-to-Farm law.
Mr. Purcell is knowledgeable in the areas of public bidding, public contracts law and the local lands and buildings law. He also represents both public and private entities in property tax appeal matters.
Mr. Purcell has lectured and written widely on areas related to telecommunications, public rights-of-way, land use and municipal law. He serves as a trustee of the New Jersey Institute of Local Government Attorneys and as an editor of the New Jersey Local Government Law Review. Mr. Purcell is also an editor of the Land Use Citator, a yearly compilation of land use decisions published by the New Jersey Institute for Continuing Legal Education. He also serves as a Director of the New Jersey State Bar Association Land Use Law Section. He currently serves as co-chair of the Somerset County Bar Association Land Use Section and coordinates the Bar’s annual land use symposium.
Previously, Mr. Purcell served as Associate Counsel to the New Jersey State League of Municipalities and was also employed by a large regional law firm with a notable land use and municipal law department.
Gregory Meese is a former Chairman of the Board of Directors of the New Jersey State Bar Association Land Use Law Section, Counsel to the Builders Association of Northern New Jersey, and Co-chair of the Environmental Law Section of the Bergen County Bar Association. He is the Editor of the Land Use Citator, an annual compendium of case law and statutory and regulatory enactments that impact land development and property rights in New Jersey published by the New Jersey Institute of Continuing Legal Education. Mr. Meese has authored a chapter on the zoning of telecommunications facilities for Matthew Bender’s national zoning treatise Zoning and Land Use Controls. In addition, he was the Special Editor of the June 1999 issue of New Jersey Lawyer Magazine that focused on telecommunications and utility law issues and has written several articles regarding land use matters. Greg currently serves on the Board of Directors of the New Jersey Wireless Association and is Co-Chair of its Government Affairs/Education Committee.
Mr. Meese secures governmental approvals for commercial, institutional, industrial and residential developments in New Jersey and New York, litigates significant environmental and land use issues in state and federal courts and counsels clients in matters of compliance with state and federal land development regulations. Mr. Meese also negotiates and drafts leases and contracts. He has lectured extensively and given seminars on land use, telecommunications and environmental law matters.
