Description: Cyber weapons can disrupt an unprecedented range of targets, from government websites to nuclear power plants to critical infrastructure. This relatively new type of threat challenges many traditional notions of what constitutes war. What do traditional legal terms such as “armed attack” or “act of war” mean in the context of cyber?
