This one and a half hour live webcast will offer the perspectives of four seasoned professionals on the latest changes in Congressional gift and lobbying rules.  The participants will lay out a description of the changes to date, including a comparison of the approaches undertaken by the House and the Senate, as well as an update of the status of other changes, such as amendments to the Lobbying Disclosure Act, that require ordinary legislation.  The panel's portion of the conference will conclude with a discussion of the practical effects of these changes on lobbyists and the clients that employ them, followed by approximately a half-hour of Q&A.

Specific topics to be discussed include:

  • Scope of the lobbyist gift ban in each house
  • Scope of travel pre-approval requirements and certifications required of third-parties
  • Gaps in the rules and open questions left to the ethics committees
  • Increased disclosure requirements for lobbyists: bundling, "arranging," and the funding of coalitions
  • Features of proposed enforcement mechanisms
